BASIC FUNCTIONS REQUIRED:

The Strategic Communications Specialist serves as the lead and supervisor for the Bureau of Global Public Affairs (GPA) forward-deployed Strategic Communications Unit, known as Hub+, responsible for developing and executing multi-faceted communications campaigns for the Asia-Pacific region. The incumbent is responsible for coordinating closely with GPA leadership, Bureau of East Asian and Pacific Affairs press and public diplomacy teams, and posts around the region to leverage the full spectrum of GPA services to accurately and authoritatively communicate U.S. policy to regional audiences. Using his/her in-depth knowledge of the Asia-Pacific media space, s/he will advise on and coordinate a range of communication tools to advance U.S. global messaging priorities in the region. S/he will supervise two Locally Employed (LE) Staff in the Hub+ unit in executing GPA-directed tasks and ensure they have the necessary training and resources to function effectively.

Qualifications

QUALIFICATIONS REQUIRED:

(1) Education: Bachelor’s degree in graphic design, marketing, journalism/communications, international relations, or public policy.
(2) Experience: At least four years of experience in professional positions creating and packaging media analysis and/or multimedia content for digital marketing, social media, advertising, or mass communication purposes in a fast-paced environment. (Please address this factor in your ERA application under Major Duties and Responsibilities.)
Please submit 2 work samples of campaigns you led or significantly contributed to that demonstrate your experience in strategic digital communications (campaign brief or strategy deck, sample social posts, paid or non-paid digital ads, landing page copy, messaging framework, and analytics/results summary are all welcome). For each sample, please briefly explain the objective, your role, timeline, target audience, channels/platforms used, and strategic results or impact of the digital campaign.
(3) Language: (This may be tested.)
• Fluent (Reading/Writing/Speaking) of English and Thai is required. You can submit a copy of valid TOEIC score (Listening and Reading Section) of at least 855, or pass the English Placement Test (EPT) that is conducted by the Human Resources Office.
(4) Skills:
• Excellent organizational and time management skills, including the ability to accomplish objectives within deadlines in a fast-paced environment and manage intensive work loads.
• Skill in multi-channel social media marketing; expertise with digital platforms.
(5) Knowledge:
• The incumbent must have sound knowledge of social media platforms, practices, analytics; an understanding of trends in marketing.
