Key Responsibilities

1.       Strategic Sourcing & Category Management

2.       Develop and execute procurement strategies for Facility Management and Maintenance categories.

Establish sourcing plans for:

·        Facility Management Services

·        Preventive Maintenance Contracts

·        Building Management Systems (BMS)

·        HVAC Systems

·        Electrical Systems

·        Plumbing & Sanitary Systems

·        Fire Protection Systems

·        Elevators & Escalators

·        Security Systems

·        Landscaping Services

·        Cleaning Services

·        Pest Control Services

·        Waste Management Services

3.       Conduct market analysis and supplier benchmarking to identify cost optimization opportunities.

4.       Develop category strategies to maximize supplier performance and total cost of ownership (TCO).

Contract & Tender Management

1.       Lead end-to-end procurement processes including:

·        Vendor prequalification

·        RFQ/RFP preparation

·        Tender management

·        Bid evaluation

·        Commercial negotiation

·        Contract award

2.       Collaborate with Facility Management and Engineering teams to define technical specifications, service levels, and maintenance requirements.

3.       Negotiate service agreements, annual maintenance contracts (AMC), and multi-year facility service contracts.

4.       Manage contract renewals and performance reviews to ensure continuous service excellence.

Facility & Maintenance Procurement

1.       Procure maintenance materials, spare parts, consumables, tools, and technical equipment required for building operations.

2.       Ensure timely sourcing of critical spare parts to support preventive and corrective maintenance activities.

3.       Support procurement planning for major maintenance shutdowns and facility improvement projects.

4.       Coordinate procurement activities for asset replacement, refurbishment, and capital improvement programs.

5.       Ensure procurement supports optimal facility uptime and operational continuity.

Supplier & Contractor Management

1.       Develop and maintain strategic partnerships with FM service providers, maintenance contractors, and technical vendors.

2.       Establish supplier evaluation and scorecard programs covering:

·        Service Quality

·        Responsiveness

·        Safety Compliance

·        Contract Compliance

·        Cost Competitiveness

3.       Conduct vendor performance reviews and supplier audits.

4.       Manage approved vendor lists and contractor qualification processes.

Cost Management & Value Engineering

1.       Identify opportunities to reduce operational and maintenance costs through strategic sourcing and contract optimization.

2.       Work with Engineering and Facility Management teams to implement value engineering initiatives.

3.       Monitor procurement budgets and maintenance spending.

4.       Analyze supplier performance, spend data, and maintenance costs to improve procurement effectiveness.

Compliance, Governance & Risk Management

1.       Ensure all procurement activities comply with company policies, procurement procedures, and governance standards.

2.       Ensure vendor compliance with safety, environmental, and regulatory requirements.

3.       Manage procurement risks related to critical maintenance services, utility suppliers, and operational continuity.

4.       Maintain complete procurement documentation, contracts, and audit records.

Stakeholder Management

1.       Partner with Engineering, Facility Management, Property Management, Hospitality Operations, Golf Operations, and Finance teams to align procurement priorities.

2.       Support annual facility maintenance planning and budgeting processes.

3.       Provide procurement expertise for major asset management and operational improvement initiatives.

Leadership & Team Management

1.       Lead and develop procurement staff responsible for FM and Maintenance categories.

2.       Establish procurement KPIs and performance objectives.

3.       Drive continuous improvement initiatives and procurement digitalization.

4.       Promote a high-performance culture focused on service quality, accountability, and operational excellence.

Qualifications

• Bachelor's Degree in Engineering, Facility Management, Supply Chain Management, Business Administration, or related field. Master's Degree preferred.
• Experience Minimum 8–10 years of procurement experience.
• At least 5 years in Facility Management, Engineering Services, Maintenance Procurement, Property Management Procurement, or Technical Sourcing. Minimum 3–5 years in a managerial role.
• Experience in hospitality, luxury residential, mixed-use developments, resorts, golf clubs, healthcare, or large-scale commercial facilities is highly preferred.
• Technical Knowledge Strong knowledge of:
