About the role

The HSE Manager is responsible for planning, implementing, monitoring and continuously improving the project Health, Safety and Environment (HSE) management system. The role ensures that construction activities are carried out in compliance with applicable laws and regulations, project requirements, approved procedures and recognized HSE practices. The HSE Manager leads the HSE team, advises project management and site teams on risk control, prevents incidents and occupational illnesses, protects the environment, and promotes a strong safety culture across employees, subcontractors and other project stakeholders.

Key responsibilities

• Develop, implement and maintain the project HSE Plan, policies, procedures, risk registers and related management plans in line with contract requirements and applicable Thai laws and regulations.

• Lead hazard identification and risk assessments (HIRA/JSA/JHA) for construction activities and ensure suitable control measures are implemented before and during work.

• Conduct and coordinate routine site inspections, HSE audits and compliance checks; record findings, assign corrective actions and follow up to closure.

• Ensure prompt reporting, investigation and analysis of accidents, near misses, unsafe acts and environmental incidents; identify root causes and monitor preventive actions to prevent recurrence.

• Establish and monitor the Permit to Work (PTW) system and controls for high-risk activities, including work at height, lifting operations, confined spaces, hot work, excavation, electrical work, temporary works and marine/water-related works where applicable.

• Prepare and maintain emergency response plans; organize drills and ensure availability of emergency equipment, first-aid arrangements, rescue resources and clear communication procedures.

• Monitor environmental aspects and impacts of construction activities, including waste, wastewater, dust, noise, vibration, spills and site housekeeping; implement mitigation measures and maintain required records.

• Develop the HSE training matrix and deliver or coordinate inductions, toolbox talks, safety campaigns and competency training; promote worker participation and stop-work authority.

• Review subcontractors' HSE plans and performance; verify workforce competency, required training, PPE compliance and implementation of site HSE rules.

• Establish HSE objectives and KPIs; prepare daily, weekly and monthly HSE statistics and reports, identify trends and recommend improvement actions to project management.

About you

• Bachelor's Degree in Occupational Health and Safety, Safety Engineering, Environmental Engineering, Civil Engineering or a related field.

• Minimum 5–8 years of HSE experience in construction or infrastructure projects, with at least 2–3 years in a supervisory or managerial role.

• Experience in bridge, highway, marine or other large-scale civil engineering projects is strongly preferred.

• Strong knowledge of construction HSE management, Thai occupational safety and environmental regulations, HIRA/JSA/JHA, PTW, incident investigation, emergency response, environmental controls and subcontractor management.

• Proficient in MS Office (Word, Excel and PowerPoint); ability to prepare HSE statistics, dashboards, reports and presentations.

• Strong leadership, communication, coordination, problem-solving and decision-making skills; able to work under pressure and enforce safety requirements consistently.

• Good command of Thai and English. Chinese language ability is an advantage for coordination with management and workforce.

• Professional safety officer qualification/license as required by applicable Thai laws is preferred/required where applicable.
