Target: HR and manpower plans approved and reviewed yearly, people cost within budget, structure supporting growth and segregation of duties.

  • Learning & Development / AI Capability — set L&D strategy, competency and skills matrix, annual training plan, LMS and group-wide AI learning programmes; act as internal trainer and coach (Belbin / ICF). Target: clean internal audit, financial adviser and regulator reviews, 100% labour law compliance with no penalties, no major HR non-conformities in ISO audits.
  • Employee Relations, Culture & Engagement — oversee employee relations, fair fact-finding investigations and discipline, drive the IMPACT values through the Winner Point system, and lead the PCA team. Position Objective

To set and drive HR and organisational development strategy across the group — 22 companies and over 1,000 employees — as a listed company. The role exists to be the CEO’s strategic business partner and trusted adviser on workforce strategy, organisation structure, people budget and performance, and to turn human capital into “Maximum Impact” so that people and the business grow together sustainably.

Job Summary

This is the top HR role in the group, reporting straight to the CEO and leading the People Care & Maximum Impact team across 22 companies and more than 1,000 employees in a SET-listed business. You own the full stack: HR strategy and organisation design, the annual people budget, the group performance management system built on BIGs & SAMs, learning and development including a group-wide AI capability programme you also teach and coach on, talent review and succession, and shared services covering HR, Finance, IT and Procurement. On top of that sits the regulated layer — labour law, PDPA, four ISO standards, 56-1 One Report disclosure, and the HR workstream for taking subsidiaries to IPO. You report to the CEO and the Board weekly to quarterly, work with BU Heads monthly, and deal with the Ministry of Labour, SEC, SET, auditors and certification bodies on their own calendars.

We’re looking for someone who:

  • Can hold the CEO’s confidence on commercial ground, not just HR ground — this role owns the company’s annual budgeting process and defends people cost against budget, so a business and finance foundation matters as much as HR depth.
  • Has done the regulated work before and will not be learning it here: IPO readiness for subsidiaries, 56-1 One Report disclosure, four ISO standards and Thai labour law, where the measure is a clean audit with no major findings.
  • Leads AI transformation by doing it, not sponsoring it — designing the group AI learning programme, teaching and coaching it personally (Belbin / ICF), and setting the AI governance and PDPA guardrails that go with it.

This role is NOT for you if:

  • You are a specialist in one HR discipline — this role covers strategy, PMS, L&D, talent, shared services, compliance and employee relations simultaneously, across 22 legal entities.
  • You prefer policy and process over commercial accountability, or are uncomfortable being challenged by a CEO, a Board and a Nomination & Remuneration Committee on structure, headcount and budget.
  • You see HR technology and AI as someone else’s project, or find the compliance and audit layer — labour inspections, ISO audits, regulator and financial-adviser reviews — tedious rather than part of the job.
