BASIC FUNCTIONS REQUIRED: 


Under the general supervision of a Lead Accountant, at the Comptroller Office of Global Financial Service Bangkok (CGFSB), the incumbent serves as a full-performance, professional accountant, and performs a wide range of accounting assignments related to the CGFSB's financial operations which service more than 80 agencies and 61 serviced posts in East Asian and Pacific Affairs (EAP), Near Eastern Affairs (NEA), South and Central Asian Affairs (SCA) and European and Eurasian Affairs (EUR). The incumbent is responsible for maintaining the quality of the official accounting records and providing financial services for an average of 4-6 CGFSB serviced posts with fiscal year (FY) 2021 average budgets of $49 million ($48M in Operational expenditures and $1M in Non-Operational expenditures) per post or $245 million ($239M in operational expenditures and $6M in non-operational expenditures) in total. The incumbent carries out activities within CGFSB that support the responsibilities of the Department’s Chief Financial Officer (CFO) under the CFO Act of 1990. The CGFSB supports the CFO by ensuring that accounting, financial operations, financial management, and internal control systems are established and used by posts and other Federal agencies, and by ensuring, through these systems, that all necessary and appropriate efforts are carried out to deter fraud, waste, and abuse of Government resources.
The incumbent performs professional accounting activities to ensure that the financial operations of the CGFSB are sound and in compliance with applicable legislation, regulations, policies, and standards, including Generally Accepted Accounting Principles (GAAP), procedures established by the central financial management agencies of the Federal Government, including the Office of Management and Budget (OMB), Government Accountability Office (GAO), Treasury Department, Office of Personnel Management (OPM), Department of State (DOS) and its Bureau of Resource Management, the U.S. Standard General Ledger (SGL), the Government Performance and Results Act (GPRA) of 1993, the Government Management Reform Act (GMRA) of 1994, the Federal Financial Management Improvement Act (FFMIA) of 1996, and the International Organization for Standardization (ISO) for ISO 9001.

Qualifications

QUALIFICATIONS REQUIRED:

(1) Education:
Bachelor's degree in accounting, finance, or business administration with at least 12 credits hours (4 courses) in accounting subjects is required.
(2) Experience: Minimum of two (2) years of progressively responsible experience in professional accounting or auditing is required. 
(3) Language: (This may be tested.)
• Good working knowledge (Reading/Writing/Speaking) of Thai is required. 
• Good working knowledge (Reading/Writing/Speaking) of English is required. You can submit a copy of valid TOEIC score (Listening and Reading Section) of at least 600, or pass the English Placement Test (EPT) that is conducted by the Human Resources Office. 
(4) Skills: (This may be tested.)
• Must possess exceptional skills in oral and written communications in order to perform numerous duties involving the presentations of oral reports and the preparation of written financial reports, quality work instructions, procedures, and other documents
(5) Knowledge:  (This may be tested.)
• Comprehensive knowledge of professional accounting theory, concepts and practices.
