BASIC FUNCTIONS REQUIRED:
The position is in the Library of Congress (LOC) office, U.S. Embassy Bangkok and is the designated liaison for the Library of Congress in Thailand. The Library’s collections of materials in Washington, D.C. from Southeast Asia are the most comprehensive and in-depth in the world. These collections serve as Congress's research arm, preserve U.S. history, and provide unmatched resources for researchers, scholars, and the public in diverse formats. The Incumbent oversees and directs complex operations involved in selecting, purchasing, creating metadata for, and shipping thousands of unique items annually from the LOC-Bangkok office, including personnel supervision, budget oversight, and project management.
Incumbent is solely responsible for collecting and organizing published information from mainland Southeast Asia - Cambodia, Laos, and Thailand - with additional, general processing and oversight responsibilities for materials from Burma. Incumbent acquires printed and digital publications in all languages and formats published in Cambodia, Laos, and Thailand for the collections of the Library of Congress in Washington D.C., and for American university libraries who participate in the Library of Congress Southeast Asia Cooperative Acquisitions Program (CAPSEA). Incumbent must remain fully knowledgeable of the sociopolitical, economic, cultural, religious, and legal developments in Thailand and the region to ensure that material published in the country and which meets the collection development needs of LOC and universities are acquired, either personally or via LOC's contracted vendors.
In addition to maintaining an acquistions program, the incumbent is responsible for maintaining an active library cataloging program in which all materials arriving at the LOC-Bangkok office must be fully cataloged and shelf ready. Annually, Thousands of publications are assessed individually and singular metadata records are created that serve as the authoritative global source and provide comprehensive bibliographic information, subject headings, classification, and order. Authority controls are applied for names and subjects.
Responsible for maintaining an active shipping schedule for thousands of pounds of library materials, Using various methods and platforms library materials are shipped to the LOC-Bangkok office from Burma, Cambodia, Laos, and Thailand and from the LOC-Bangkok office to the LOC-Jakarta office for onwards movement to the United States.
Qualifications
(1) Education: A bachelor’s degree in library science or information studies is required.
(2) Experience:
• A minimum of two years of demonstrated progressively responsible experience in libraries or knowledge industries (including publishing, archives, or knowledge management). Simultaneous academic or other professional experience relevant to building research library collections.
• A minimum of one year of supervisory experience is required.
(3) Language: (This may be tested.)
• Fluent (Reading/Writing/Speaking) of English is required. You can submit a copy of valid TOEIC score (Listening and Reading Section) of at least 855, or pass the English Placement Test (EPT) that is conducted by the Human Resources Office.
(4) Skills: (This may be tested.)
• Good research skills to be able to identify and locate sources of publications.
(5) Knowledge: (This may be tested.)
• An understanding of the organization and structure of Thai cultural and social institutions including, but not limited to, publishing and book trade, libraries, higher education, government agencies, societies, and non-governmental organizations.
