SALARY: Starting from TH฿ 1,021,144 per annum

BASIC FUNCTIONS REQUIRED:
The position provides financial advice to Mission leadership in the development, implementation, monitoring, and evaluation of foreign assistance programs. This role includes preparing and presenting Financial Reviews for a $1.3 billion portfolio, managing accounting systems for the Department of State’s Foreign Assistance Regional Financial Hub across EAP and SCA, and overseeing yearly budgets exceeding $175 million and a pipeline of $200 million in previously obligated funds. The position involves reviewing, analyzing, and reconciling accounting records for [type your region(s)] countries, and preparing management reports. The role also includes conducting pre-award surveys and financial reviews of implementing partners, evaluating their financial management capacity, providing recommendations, and ensuring implementation. The work must conform to Appropriations Law, GAAP, FAM, DSSR, 2 CFR Part 200, and host government laws and regulations. The job may require travel.
Qualifications
(1) Education: University degree in accounting, business administration, economics, or finance is required.
(2) Experience: Minimum of five years of progressively responsible work experience in professional accounting or auditing.
(3) Language: (This may be tested.)
• Fluent (Reading/Writing/Speaking) of Thai is required.
• Fluent (Reading/Writing/Speaking) of English is required. You can submit a copy of valid TOEIC score (Listening and Reading Section) of at least 855, or pass the English Placement Test (EPT) that is conducted by the Human Resources Office.
(4) Skills: (This may be tested.)
• Must be flexible and able to work with constant changes in work priorities.
• Ability to interpret and analyze financial information and convey highlights to stakeholders.
• Ability to identify and analyze numerical trends and apply financial information to decision-making and problem solving.
(5) Knowledge: (This may be tested.)
• Thorough knowledge of professional accounting and auditing principles and theories.
• Knowledge of managing, organizing, and reporting large and complex volumes of data.
