Responsibilities

1. Pre-Construction Planning & Preparation
• Conduct Constructability Reviews with the Design team to assess feasibility of townhouse and semi-detached projects in up-country locations.
• Develop Master Schedules and Phase Opening Plans aligned with sales and title transfer timelines.
• Plan workforce allocation in line with the project Business Plan.
• Manage contractor selection processes to ensure efficiency and alignment with construction schedules.
• Coordinate subdivision and building permit applications with relevant local authorities before construction commences.

2. Construction Management & Contractor Control
• Oversee and control construction of townhouses, semi-detached homes, and utility infrastructure in accordance with the Master Schedule (C2C) and Production Plan.
• Supervise main contractors and subcontractors to ensure compliance with contract scope and company standards.
• Manage Phase Opening Plans to ensure projects are ready for sale and title transfer on schedule.
• Provide regular project progress reports to management.

3. Budget & Cost Control
• Control construction budgets, Cost per Unit, and project Cash Flow within approved limits.
• Track and report monthly Cost Variance; take corrective action promptly when deviations occur.
• Manage Variation Orders and Opex expenditures within approved thresholds.

4. Cross-functional Coordination
• Coordinate with Sales, Marketing, Finance, PM, and other internal and external stakeholders to ensure seamless project delivery.
• Monitor progress of cross-functional workstreams and resolve issues in a timely manner.

5. Governance & Compliance
• Ensure the construction team operates in accordance with company policies, standards, contracts, and applicable laws and regulations.
• Enforce site safety standards in strict compliance with company policy (Zero Accident).
• Review and approve Shop Drawings and Method Statements prior to commencement of new product work.

6. Inspection, Handover & Project Closeout
• Plan and execute progressive construction inspections and final acceptance from contractors at each phase.
• Coordinate the utility infrastructure bond reduction and discharge process on schedule.
• Collaborate with the Sales team to prepare homes for title transfer in accordance with the transfer plan.
• Manage post-transfer Defect rectification within agreed SLA timelines.
• Prepare Closeout Reports and Lessons Learned to support continuous improvement for future projects.

Qualifications

Experience & Background
• Age 35–40 years.
• 8–15 years of experience in low-rise residential construction (townhouses, semi-detached homes, home offices).
• Demonstrated experience managing construction projects in an Owner Representative capacity.
• Experience in infrastructure and utility systems for residential developments.
• Prior experience on projects of 200–500 units will be an advantage.

Technical Knowledge & Skills
• Solid knowledge of low-rise construction standards and utility infrastructure systems.
• Familiarity with Land Subdivision Act, Building Control regulations for Low Rise construction, and permitting processes in up-country provinces.
• Proficiency in Project & Construction Management, Cost Control & Budgeting (Cost per Unit), QA/QC, and Safety Management.
• Knowledge of Architectural Theme and Concept for low-rise residential projects.
• Knowledge of BIM will be an advantage.

Education & Certification
• Bachelor's or Master's degree in Civil Engineering or a related field.
• Master's degree in Business Administration or Construction Management is an advantage.
• Professional Engineering License (PE License ) — required.

Leadership & Soft Skills
• Strong team leadership with the ability to communicate and coordinate effectively with contractors, management, and external agencies.
• Capable of making decisions and resolving problems under time and resource constraints.
• Skilled in Vendor and Contractor partnering, particularly in regional and up-country environments.

Up-Country Mobility & Field Readiness
• Willing and able to travel or reside at up-country project sites on a regular basis as required by the company.
• Able to manage projects in remote locations with a high degree of autonomy, without constant oversight from the head office.
• Familiar with up-country contractors, local regulations, and regional working conditions — or demonstrably willing to adapt.
• Possesses a personal vehicle or is fully prepared for long-distance independent travel.
• Comfortable working in field conditions across Thailand's regional provinces.
