QHSE Manager - SHINING SOLUTION CO., LTD.

• 1. Health, Safety & Environment (HSE) Management

  
  

  ●  Review, develop, and regularly update ESMS, HSE, and OHS policies to ensure alignment with applicable legislation, regulations, and industry best practice.

  ●  Monitor and enforce effective implementation of all HSE and OHS policies across the Company and site operations.

  ●  Provide expert consultation to management and operational teams on all HSE and ESMS matters.

  ●  Assist construction and development teams with HSE and OHS compliance requirements throughout project lifecycle.

  ●  Conduct scheduled and unannounced internal safety audits; coordinate and support external audits as required.

  ●  Investigate incidents, accidents, and near-misses; identify root causes and implement corrective and preventive actions.

  ●  Plan and deliver HSE training programmes for all employees, contractors, and site personnel as required.

  ●  Maintain and monitor key safety performance metrics including accident frequency rate and lost-time injury (LTI) statistics.

  2. ISO Standards & Quality Management

  
  

  ●  Maintain responsibility for QHSE document control and management system documentation in compliance with applicable ISO standards.

  ●  Oversee and uphold ISO certification requirements (including ISO 9001, ISO 14001, ISO 45001, or other applicable standards) within the QHSE department during normal operations and any periods of change.

  ●  Plan, coordinate, and support both internal and external ISO audits; ensure all audit findings are closed with appropriate corrective and preventive actions within agreed timelines.

  ●  Coordinate with relevant internal departments and external certification bodies to maintain continuous improvement in line with ISO requirements.

  3. Sustainability & Environmental Management

  
  

  ●  Lead and oversee all environmental and sustainability initiatives across the Company, ensuring compliance with applicable environmental regulations and company policy.

  ●  Develop and implement strategies to promote environmental sustainability, resource efficiency, and responsible business practices across all operations.

  ●  Drive the Company's Carbon Footprint programme, including data collection, calculation, reporting, and target-setting toward net-zero objectives.

  ●  Initiate and manage sustainability certification processes (e.g., Carbon Footprint for Organizations) and maintain ongoing compliance.

  ●  Coordinate the preparation and timely submission of sustainability reports to regulatory authorities, investors, and other stakeholders as required or directed by management.

  ●  Engage internal stakeholders and train employees to strengthen sustainability awareness and performance across the organisation.

  4. Regulatory Compliance & Stakeholder Management

  
  

  ●  Monitor changes in Thai and international HSE, environmental, and sustainability legislation; assess impact and update Company policies and procedures accordingly.

  ●  Maintain productive relationships with government agencies, regulatory bodies, EPC contractors, and relevant external parties.

  ●  Prepare and submit regulatory reports and notifications within required timelines and in compliance with all applicable requirements.

  ●  Represent the Company in regulatory inspections, audits, and stakeholder engagements relating to QHSE matters.

  5. Cross-Functional Alignment & Advisory

  
  

  ●  Act as the internal QHSE subject matter expert, providing timely and practical guidance to all departments and business units.

  ●  Coordinate with Operations, Engineering, Legal, HR, and other functions to ensure QHSE considerations are integrated into business planning, project execution, and organisational decision-making.

  ●  Develop and maintain QHSE emergency response plans, procedures, and drills in coordination with relevant teams.

  6. Governance & Reporting

  
  

  ●  Report directly to the CEO; provide regular updates on QHSE performance, regulatory status, sustainability initiatives, and team development.

  ●  Prepare and manage the departmental budget, scaling responsibly as the team and initiative portfolio grow.

  ●  Deliver regular QHSE performance reports and analytics to senior leadership and, as required, the Board of Directors.

  ●  Uphold governance standards appropriate to a publicly listed company, including confidentiality protocols and document management.

Education

●  Bachelor's degree or higher in Occupational Health & Safety, Safety Engineering, Environmental Science, or a related discipline.

●  Possession of a professional-level Safety Officer certificate, as required under Thai law, is mandatory.

Experience

●  Minimum 5 years of progressive experience in the QHSE field, with at least 3 years in a safety role or supervising construction/project site operations.

●  Proven ability to develop, implement, and audit HSE and ESMS policies and management systems.

●  Track record of working with ISO management systems (ISO 9001, ISO 14001, ISO 45001 or equivalent), including audit coordination and certification maintenance.

●  Experience managing sustainability reporting and/or carbon footprint programmes is a strong advantage.

●  Established relationships with Thai regulatory bodies and government agencies relating to safety and environment is advantageous.

●  Demonstrated experience in a related industry (energy, renewables, infrastructure, E&S consulting, or development finance) is strongly preferred.

Skills & Competencies

●  Strong working knowledge of Thai HSE and environmental regulations, and familiarity with relevant international standards and frameworks.

●  Thorough understanding of ISO management system requirements for quality, occupational health & safety, and environment.

●  Effective written and verbal communication in both Thai and English, with the ability to present complex QHSE information clearly to senior management.

●  Proven ability to coordinate and collaborate with project teams, external contractors, and key stakeholders on managing environmental and social risks.

●  High responsibility and meticulous attention to detail; able to identify and resolve issues promptly and under pressure.

●  Proactive, self-directed leadership style with a strong sense of ownership and urgency.

●  Proficient in preparing technical reports, QHSE management plans, rules, and regulatory submissions.

●  Valid Thai driver's licence; willingness and ability to travel to project sites, including remote locations, and to work in other provinces as required.
