QHSE Manager - SHINING SOLUTION CO., LTD.

• Review, develop, and enforce ESMS, HSE, and OHS policies in line with applicable legislation and industry best practices. 
• Provide expert consultation to management and operational teams; support construction and development teams on HSE/OHS compliance throughout the project lifecycle. 
• Conduct internal safety audits (scheduled and unannounced), coordinate external audits, and lead incident investigations to identify root causes and implement corrective actions. 
• Deliver HSE training programmes and track key safety metrics including AFR and LTI statistics.
  

• Maintain QHSE document control and management system documentation in compliance with ISO 9001, ISO 14001, ISO 45001, and other applicable standards. 
• Plan and support internal and external ISO audits, ensuring timely closure of findings with appropriate corrective actions. 
• Collaborate with internal departments and certification bodies to drive continuous improvement.

Sustainability & Environmental Management

• Lead all environmental and sustainability initiatives, ensuring regulatory compliance across company operations. 
• Drive the Carbon Footprint programme — including data collection, calculation, reporting, and net-zero target-setting — and manage sustainability certifications such as Carbon Footprint for Organizations (CFO). 
• Coordinate sustainability reports for regulatory authorities, investors, and stakeholders, and build internal sustainability awareness through training and engagement.

Regulatory Compliance & Stakeholder Management

• Monitor Thai and international HSE, environmental, and sustainability legislation; assess business impact and update policies accordingly.
• Maintain relationships with government agencies, regulatory bodies, and EPC contractors. 
• Prepare and submit regulatory reports on time, and represent the company in inspections, audits, and external stakeholder engagements.

Cross-Functional Alignment & Advisory

• Act as the internal QHSE subject matter expert, providing practical guidance to all departments. 
• Ensure QHSE is integrated into business planning, project execution, and organisational decision-making in coordination with Operations, Engineering, Legal, and HR. 
• Develop and maintain emergency response plans, procedures, and drills.

Governance & Reporting

• Report directly to the CEO with regular updates on QHSE performance, regulatory status, and sustainability progress.
• Manage the departmental budget and deliver performance reports to senior leadership and the Board of Directors.
• Uphold governance standards appropriate to a publicly listed company, including confidentiality protocols and document management.

Education

●  Bachelor's degree or higher in Occupational Health & Safety, Safety Engineering, Environmental Science, or a related discipline.

●  Possession of a professional-level Safety Officer certificate, as required under Thai law, is mandatory.

Experience

●  Minimum 5 years of progressive experience in the QHSE field, with at least 3 years in a safety role or supervising construction/project site operations.

●  Proven ability to develop, implement, and audit HSE and ESMS policies and management systems.

●  Track record of working with ISO management systems (ISO 9001, ISO 14001, ISO 45001 or equivalent), including audit coordination and certification maintenance.

●  Experience managing sustainability reporting and/or carbon footprint programmes is a strong advantage.

●  Established relationships with Thai regulatory bodies and government agencies relating to safety and environment is advantageous.

●  Demonstrated experience in a related industry (energy, renewables, infrastructure, E&S consulting, or development finance) is strongly preferred.

Skills & Competencies

●  Strong working knowledge of Thai HSE and environmental regulations, and familiarity with relevant international standards and frameworks.

●  Thorough understanding of ISO management system requirements for quality, occupational health & safety, and environment.

●  Effective written and verbal communication in both Thai and English, with the ability to present complex QHSE information clearly to senior management.

●  Proven ability to coordinate and collaborate with project teams, external contractors, and key stakeholders on managing environmental and social risks.

●  High responsibility and meticulous attention to detail; able to identify and resolve issues promptly and under pressure.

●  Proactive, self-directed leadership style with a strong sense of ownership and urgency.

●  Proficient in preparing technical reports, QHSE management plans, rules, and regulatory submissions.

●  Valid Thai driver's licence; willingness and ability to travel to project sites, including remote locations, and to work in other provinces as required.
