Responsibilities
- Oversee all financial operations for CHEC Construction (M) Sdn Bhd Thailand branch and Songkhla Project Joint-Venture CMC.
- Establish and optimize Thailand-compliant financial management systems for both entities, including financial workflows and internal control requirements.
- Manage the finance team, assign daily tasks, supervise work progress, and conduct performance reviews and tracking for finance personnel.
- Oversee full-set accounting for both legal entities, including voucher review and posting, month-end and year-end closing, accounting adjustments, and bank reconciliations.
- Review financial books and accounting vouchers to ensure accounting data accuracy and completeness in compliance with TFRS.
- Organize the filing and safekeeping of accounting documents in accordance with Thai regulatory archive requirements.
- Manage all tax-related work for both entities, arranging and supervising the timely completion of all tax declarations, including VAT, withholding tax, corporate income tax, personal income tax, and stamp duty.
- Track tax policy updates and conduct tax risk identification and early warning.
- Act as the main contact for the Thailand Revenue Department, coordinating tax inquiries and inspection responses, and signing required tax-related official documents.
- Manage bank accounts for both entities, supervise bank reconciliations, payment reviews, and fund position monitoring.
- Ensure compliance with Bank of Thailand foreign exchange rules for inward and outward cross-border fund flows.
- Review payment documents and supervise the implementation of fund payment procedures.
- Review statutory financial statements of both entities prepared under TFRS.
- Coordinate external statutory audits and World Bank project audits, providing complete supporting financial documents.
- Conduct financial liaison with joint-venture partners and complete relevant financial data consolidation and reconciliation.
- Identify finance-related risks, including accounting, tax, treasury, and foreign exchange risks for both entities.
- Propose risk mitigation measures and track the implementation of corrective and preventive actions.
- Participate in management meetings, reporting financial status and risk alerts to the CFO.
- Complete other financial assignments as directed by superior leadership.
Qualifications
- Bachelor’s Degree or higher in Accounting, Finance, or Tax-related disciplines.
- Minimum of 5 years of working experience in the Thailand-local finance field.
- Extensive experience in multi-entity financial system building and finance team management.
- Proficiency in Thailand TFRS accounting standards, comprehensive Thai tax regulations, and Bank of Thailand foreign-exchange requirements.
- Experience with multi-entity financial system construction, general ledger, tax declaration, and treasury management.
- Proven experience in supporting statutory audits and multilateral-funded project audits.
- Ability to utilize Thailand local accounting software, Microsoft Office (Advanced Excel), and ERP finance systems.
- Strong leadership, decision-making, cross-cultural communication & negotiation, risk identification & analysis, planning, teamwork, and time-management skills.
- Native-level Thai language proficiency.
- Fluent business English for both written and oral communication.
- Working experience in overseas infrastructure or joint-venture projects is a plus.
- Chinese language proficiency is a plus.
