Cost Estimate and Proposal Engineer - GC Maintenance and Engineering Company Limited.

• Participate in the GO / NO GO process with the M-CS-BD team.
• Review and verify alignment between TOR requirements and the prepared documentation.
• Attend Pre-Bid Clarification meetings and conduct Site Surveys.
• Coordinate with M-CS-BD and M-CS-MP teams if the received TOR documentation is incomplete.
• Lead the development of the Final Scope of Works & Services in collaboration with the team for quotation preparation.
• Monitor and establish timelines for submission of technical and cost information in coordination with operational units.
• Submit the Draft Contract as specified in the TOR to the Legal team for review.
• Determine and verify cost inputs from operational units, review profit/loss analysis, and submit for Line Manager approval.
• Establish pricing frameworks, discount structures, and commercial terms in collaboration with Senior Engineers or Section Managers to support the Sales team in customer negotiations.
• Prepare and verify technical and commercial proposal documents, including presentation materials for approval by authorized management.
• Participate in WIN–LOSS Analysis meetings to evaluate and improve bidding performance.
• Control pricing preparation to ensure compliance with company financial policies and reflect accurate cost structures to support management decision-making.
• Analyze and define bidding strategies for maintenance services and plant inspection projects, including workforce and asset planning in coordination with relevant departments to achieve company objectives.

• Bachelor’s degree in Engineering Management, Chemical Engineering, Mechanical Engineering, or related fields.
• 0–10 years of experience in cost estimation or proposal preparation within engineering companies.
• Strong understanding of bidding processes, cost structures, and technical proposal development.
• Good analytical skills with the ability to interpret TOR and technical specifications.
• Effective coordination and communication skills; able to work collaboratively with cross-functional teams.
• Proficient in Microsoft Office (especially Excel and PowerPoint).
