The position provides technical guidance & advising, and capacity building support to ensure implementation quality of education interventions and related project models (from all funding streams) that enables achievements of outcomes that contributes to WVFT’s country strategy, Child Well-being Objectives, and Sustainable Development Goals (SDGs). This includes ensuring technical soundness of the project models and key interventions across area programmes through technical advising, and capacity building, including technical oversight of the education sector DME functions. The person will also provide technical guidance in resource generation and mobilization initiatives on education covering all ages of children in both formal and informal education.
As Education Sector Specialist, the person will represent WVFT with external partners and stakeholders which, includes building relationships with external partners and stakeholders and advocacy on education related issues. Likewise, to coordinate and collaborate effectively with internal stakeholders – other technical/sector specialists, program implementation, marketing, resource acquisition, strategy, and communications teams.
Major Responsibilities
1. Ensure relevance & quality of Education Program designs, project models and interventions (programming) of all funding streams 20%
- Leads the design of Education sector-specific interventions and project models which, includes root cause analysis, ToC and generic logic model
- Contribute to the conduct of ADAPT for CP at national level when designing new programs or projects in coordination with CP Specialist, MEAL and Field Implementation team
- Contribute to the national level CP risk assessment (for major activities that engages children) in coordination with CP Specialist.
- Ensures that education interventions and project models have clear integration of child protection, participation and gender and outlines the role and contribution of partners.
- Provides technical guidance to program implementation in designing micro-projects related to education of children and youths addressing CWB issues
- Engages relevant partners and stakeholders on Education during the design process and generates stakeholder analysis
- Collaborate with program implementation team to ensure Education interventions or project models are adapted to the context appropriately, have quality and scale
2. Ensure quality implementation of Education interventions & project models that generates impacts and contributes strategic objectives 30%
• Develops implementing guidelines including standard NO level DIPs and budgets for Education interventions for field use that will support quality of implementation and outputs
• Provides technical guidance to Area Programs during the local adaptation process in coordination with Program Implementation and CESI Advisor.
• Track progress from the field, analyze monitoring data, and develops trends analysis at NO level on a quarterly basis on Education; including lessons learned, challenges, and best practices; and utilize for reporting and decision making; and communicate to key stakeholders
• Provide technical advice to program implementation on implementation quality, issues and risks and how to address considering AP context
• Provide technical support to program implementation to ensure micro-projects on education are implemented with quality addressing CWB issues
• Provides technical support during baselining and evaluation scoping including data collection; analysis and interpretation and on the use of baseline/evaluation findings
• Contributes to building the technical capacity of NO, field staff and key partners and stakeholders on Education interventions & project models in coordination with MQI, P&C, & Safeguarding focal lead.
3. Ensures Effective Advocacy & Partner Engagement Approach for Children & Youth Education contributing to their overall well-being 30%
- Leads the advocacy to influence government policies, budgets and decision makers on Education & other related issues affecting the well-being of children
- Joins national level partnerships & builds relationships with Government and relevant organizations & sectors on Education
- Provide technical guidance and support to program implementation teams and grant implementation on local & regional advocacy issues particularly on Education
- Coordinate with TPs, other sector specialists, program implementation team to ensure local to national level advocacy linkages are clear, and that information/data from local level is utilized for national policy influence and external engagements
- Contribute to policy analysis research initiatives and other external engagements that contributes to WVFT’s strategic positioning
4. Performance Management & Development 15%
- Ensure plans contributes to strategic priorities
- Coordinate with division manager, other sector/technical specialists and P&C to drive performance, development and wellbeing
- Create mechanisms to promote collaboration between teams and across WVFT
- Facilitate and review ongoing individual performance and development planning,
- Support individual/ personal, professional plans and growth
- Support staff care and wellbeing; model work-life balance
Qualifications
- Bachelor’s degree and post graduate certification/diploma or master’s degree in International Development, Social Work, Management, and or other relevant subject.
- At least 3-5 years experience of education programming with field-level work in community development and/or emergency response, grants acquisition management, and experience in child-wellbeing/child-focused issues and programming
- Track record of successfully managing and/or supporting technical teams, demonstrating broad understanding of different technical sectors in an integrated manner
- Demonstrated ability to design and/or adapt programme quality and accountability standards and facilitate application
- At least 3-5 years experience managing people and a proven record of developing people and initiating and implementing organizational change.
- Networking and building partnerships, both within an organisation, and in promoting a more external-facing organisation
- Demonstrated ability to design and produce data-based reports and proposals, and design of organisational standards and guidance
- With strong technical knowledge or expertise required for the technical and sectors program and projects
- With strong facilitation skills and techniques
- Knowledge of key education project models & technical sector standards and good practice in programming.
- Experience in adapting, contextualising or replicating project models or best practice/s.
- Understanding of latest developments, research, and trends in the field of education in low income countries (and especially early grade reading).
- Knowledge and skills in assessment of learning outcomes.
